HOUSE CONCURRENT RESOLUTION NO. 27

DESIGNATING MAY 6, 2015, AS "EARLY CHILDHOOD ADVOCACY DAY."



WHEREAS, one of Delaware's most precious resources is its young children, ages five and under; and

WHEREAS, all Delaware children deserve a strong foundation for their health, optimal development, learning and future success; and

WHEREAS, the future of this State and the nation depends upon the strong foundation children develop through responsive, nurturing relationships and high quality early care and education; and

WHEREAS, the environment, relationships and learning opportunities children need to achieve their potential are a shared responsibility of families, early care and education professionals, health care professionals, policy makers and the community; and

WHEREAS, extraordinary efforts on behalf of young children have been made and are underway throughout Delaware, including:

The Delaware Early Childhood Council has created a comprehensive strategic plan with emphasis on whole-child health and well-being, quality early learning, Kindergarten readiness, and quality sustainability; and

Race to the Top – Early Learning Challenge funds are being used to build a high quality workforce and to support infrastructure improvements for quality and safety; and

Participation in Delaware Stars has grown dramatically, indicating commitment to quality from many of providers;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware, the Senate concurring therein, that May 6, 2015, be designated "Early Childhood Advocacy Day" to focus on the importance of quality early care and education for young children for children's futures, for families, for employers, and for the health and viability of Delaware's communities, future workforce, and economy.In addition, Early Childhood Advocacy Day is a day to celebrate the accomplishments of the past year and to rededicate ourselves to supporting our growing early childhood system in Delaware.Investments in quality early care and education will pay back many times their cost in both social and economic returns that benefit everyone in this State.Our children's futures, and the future of this State, are too important to leave to chance.


SYNOPSIS

This concurrent resolution proclaims May 6, 2015, as "Early Childhood Advocacy Day" to affirm the importance of quality early care and education for every citizen and every sector of our State, to celebrate the accomplishments of the past year, and to rededicate ourselves to our shared responsibility for the construction and support of an early childhood system in Delaware that will positively impact children, families, communities, and workforce and economic development across the State.
