HOUSE OF REPRESENTATIVES

147th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 23

PROCLAIMING MAY 2013 AS "FOSTER CARE APPRECIATION MONTH".



WHEREAS, there are approximately 800 children in Delaware's foster care system due to abuse, neglect, or dependency; and

WHEREAS, we must address the needs of children in foster care, including a stable and secure home until they can either return to their parents or establish a lifelong connection to a nurturing adult; and

WHEREAS, the children in our foster care system are precious and we must work to ensure their safety, health, and wellbeing; and

WHEREAS, placement of children into foster care is based on the actions of a parent or guardian and not the actions of the child; and

WHEREAS, the State of Delaware, legislators, communities and related agencies are encouraged to invest in services that support reuniting children in foster care with their biological parents or finding a permanent, safe, loving, and stable home for the children; and

WHEREAS, approximately 67% of foster children do not graduate from high school and only approximately 20% of teens who age out of foster care are able to obtain full-time employment when they turn 18; and

WHEREAS, in Delaware each year approximately 100 youth age out of foster care without the security of a stable home life to receive the training and support they need to succeed as adults; and

WHEREAS, children aging out of the system need to obtain affordable housing, health insurance, and acquire appropriate employment.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 147th General Assembly of the State of Delaware, theSenate concurring therein, that May 2013 is proclaimed "Foster Care Appreciation Month," which serves as an opportunity to raise awareness of the challenges of Delaware's children in the foster care system.

BE IT FURTHER RESOLVED, that its members recognize the important role that foster parents, social workers, advocates, and legislators have in these children's lives, acknowledge the needs of children in Delaware's foster care system, honor the commitment and dedication of individuals who work to provide love, assistance and services to foster children, and recognize the need to continue work to improve the outcomes and lives of children in the foster care system.

This concurrent resolution proclaims May 2013 as "Foster Care Appreciation Month".
