146th GENERAL ASSEMBLY

HOUSE CONCURRENT RESOLUTION NO. 16

RECOGNIZING THE MONTH OF MAY 2011 AS OLDER AMERICANS MONTH AND DRIVER SAFETY MONTH AND ACKNOWLEDGING THE EFFORTS OF THE DELAWARE SENIOR DRIVER TASK FORCE.



WHEREAS, the month of May is observed nationally and in the State of Delaware as "Older Americans Month" and "Driver Safety Month"; and

WHEREAS, older drivers are keeping their driver licenses longer and are driving more miles than in past years, and Delaware has the fastest growing aging population in the nation; and

WHEREAS, statistics show that Delaware is projected to have the 6th largest ratio of seniors to general population in the United States by 2030.By 2030 almost 25% of Delaware's population will be over the age of 65; and

WHEREAS, older drivers currently comprise 17% of Delaware's drivers and are involved in 14% of fatal crashes and 18% of crashes with pedestrians; and

WHEREAS, with the expected changes, it is imperative that the State do everything in its power and within its resources to prepare for this shifting dynamic of drivers that will traverse our roadways and help to keep our older citizens safe and mobile; and

WHEREAS, a Senior Driver Task Force was created in 2010 to bring together stakeholders to address issues related to senior driving, including:The Division of Motor Vehicles (DMV),Office of Highway Safety (OHS), AARP, Department of Insurance (DOI), Department of Transportation (DelDOT), AAA Mid-Atlantic, Delaware Transit Corporation (DTC), Department of Health and Social Services, Division of Services for Aging and Adults with Physical Disabilities, Medical Society of Delaware, University of Delaware, Dover/Kent County MPO, Delaware Safety Council, Delaware Aging Network (DAN), and Beebe Medical Center; and

WHEREAS, the Task Force designed and launched a website specifically for senior drivers that includes senior friendly fonts and layouts, video testimonials from seniors for seniors, self assessment tools, reaction time games, important information on overall health, family, driving and a guide for DMV services and other important services offered by the State; and

WHEREAS, the Task Force designed a driving manual specifically for seniors, which contains rules of the road and focuses on areas that are of the most interest and benefit to our seniors; and

WHEREAS, the Task Force designed a senior driver curriculum course that will be available at all of the State's seniorcenters and on demand at various senior specific events throughout the State; and

WHEREAS, the Task Force held several Saturday Senior Day events at the DMV, in which all stakeholders participated, the AARP CarFit program was available to make sure senior drivers have their vehicle "fit" their needs, all DMV services were available for seniors, samples of new signage were on display and explained by DelDOT, information about Delaware transit options, adaptive equipment, insurance and defensive driving courses were also available; and

WHEREAS, hundreds of Delaware seniors attended these events and benefited from the task force stakeholders efforts to keep them safe and mobile;

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 146th General Assembly of the State of Delaware, the Senate concurring therein, that the members do hereby recognize the month of May 2011 as both "Older Americans Month" and "Driver Safety Month" in Delaware.

BE IT FURTHER RESOLVED that the members acknowledge and support the current and future efforts of the Senior Driver Task Force and its membership in its ongoing goals of keeping Delaware seniors safe and mobile.


SYNOPSIS

This House of Representatives Concurrent Resolution recognizes the month of May as both "Older Americans Month" and "Driver Safety Month".In addition, it acknowledges and supports the successes and ongoing initiatives of the Senior Driver Task Force.
