HOUSE BILL NO. 78

AN ACT TO AMEND TITLE 21 OF THE DELAWARE CODE RELATING TO NONDRIVER IDENTIFICATION CARDS.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Three-fifths of all members elected to each house thereof concurring therein):

Section I. Amend Title 21, Chapter 3013 of the Delaware Code by making deletions as shown by strike through and additions shown by underline as follows:

§ 3103 Issuance fee; renewal; qualifications.

(a) Upon receipt of the application and a fee of   $20     $40,   the Division shall issue an identification card which shall expire and be renewable on the   fourth     eighth   anniversary date of the birth of the applicant next following the date of its issuance unless the birthdate be February 29, and in which the event the identification card will expire on February 28 every   fourth   eighth   year. A permanent resident foreign national may be issued a full 4-year   8-year   identification card. However, an identification card issued to a temporary foreign national must be limited to the period of time that the temporary foreign national is authorized to be in the United States.

SYNOPSIS

This bill extends the amount of years an identification card is valid from four (4) to eight (8) years. This bill is necessary for the Division of Motor Vehicles to maintain consistent business processes. The driver license is currently valid for eight (8) years, and this change would maintain consistency with the driver license requirement.
