AN ACT TO AMEND TITLE 29 OF THE |
AMEND Chapter 11, Title 29 of the Delaware Code by inserting therein the following:
§1111. Executive Director of the Office of Policy analysis and Government Accountability; responsibilities; duties; compensation.
(a)The Council shall appoint an Executive Director who, primarily, shall work with and assist the Joint Sunset Committee of the General Assembly.
(b)The Executive Director shall:
(1) At all times have full and complete access to all records of all agencies of the State government;
(2)Participate in any or all hearings held by the Joint Policy Analysis and Government Accountability Committee of the General Assembly;
(3)Request and obtain from any State agency all reasonable information and data as directed by the Joint Sunset Committee to assist the General Assembly in the effective discharge of its policy analysis and government accountability responsibilities pursuant to the Delaware Sunset Act, Chapter 102 of Title 29; and
(4)Perform such duties as may be assigned or delegated to the Executive Director by the Legislative Council.
(c)The Executive Director has the authority to
perform management and program reviews.Management and program reviews shall include, but are not limited to,
any analysis necessary to determine operational efficiency and effectiveness,
compliance with the laws of
(d)The Council shall provide a secretary and such other aides as may be necessary to enable the Executive Director to perform such functions.
(e)The Executive Director shall receive such compensation, including salary and other necessary expenses, as shall be recommended by the Chairs of the Joint Sunset Committee with the consent of the council, subject to the limitations imposed in the annual appropriations act.".
SYNOPSIS
This bill creates the Office of Policy Analysis and Government Accountability (OPAGA).The Bill provides that: 1)Legislative Council shall appoint an Executive Director who, primarily, shall work with and assist the Joint Sunset Committee. 2)The Council shall provide a secretary and such other aides as may be necessary to enable the Executive Director to perform such functions. 3) The Executive Director shall assist the Joint Sunset Committee in the effective discharge of its policy analysis and government accountability responsibilities pursuant to the Sunset Act, Chapter 102 of Title 29. |
