HOUSE BILL NO. 168

 

AN ACT TO AMEND TITLE 15 OF THE DELAWARE CODE RELATING TO ELECTIONS.

 

 

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:

 

Section 1.  Amend Subchapter II of Chapter 20, Title 15 of the Delaware Code by making insertions as shown by   underlining and deletions as shown by strike through as follows:

§ 2011 Entries by registration officers.

(f)  Persons qualified to register to vote may do so at any office of the Department regardless of the county of their actual residence.

Section 2.   Amend Subchapter III of Chapter 20, Title 15 of the Delaware Code by making insertions as shown by underlining and deletions as shown by strike through as follows:

§ 2021 Conduct of mobile registration.

(a) The Department may consider applications to conduct voter registration at locations in any county from individuals or groups so as not to exceed the annual appropriation for this purpose. The Department may expend funds appropriated for the purposes of conducting primary, general and special elections for such voter registration activities during the period prior to the aforesaid elections.

(b) Registration officers appointed in accordance with § 2001 of this title shall conduct mobile registration as directed by the Department. Each mobile registration team shall consist of at least 2 registration officers, with at least 1 registration officer being from each of the 2 principal political parties.

(c) After July 1 in the year of a general election, the Department shall conduct at least 1 program of voter registration in each county at locations reasonably convenient and accessible to the citizens of the respective counties.

(d) In allocating resources to registration activities, the Department shall give first priority to countywide programs planned and scheduled in accordance with subsection (c) of this section.

(e) The Department in each county shall publicize registration activities planned and scheduled by the Department in such county. Publicizing registration activities requested by individuals and groups is the responsibility of the respective individual or group.

§ 2025 Intercounty registration.

Persons qualified to register to vote may do so at any office of the Department, or at any mobile registration site, regardless of the county of their actual residence.

 

 

SYNOPSIS

This bill eliminates the outdated provisions relating to mobile registration while maintaining the right of any person to register to vote at any county office of the Department of Elections.
