The purpose of this Bill is to remove the epilogue language from the Budget Bill and add this language to Title 14, establishing the Prison Education Unit. It establishes a minimum of ten teacher FTEs as Career and Technical Education Teachers for the purpose of providing job skills training to inmates before their release from a correctional facility. It also requires the Department of Correction’s Staff Training Unit to provide personnel to the Department of Education’s minimum qualification application review process for the selection of candidates for an interview. It requires the Department of Correction’s Bureau of Prisons to provide personnel to the Department of Education’s interview committee for the selection of new employees, and establishes a minimum time for the Department of Education to inform the Department of Correction of new hires for the mandatory Security Training Program provided by the Department of Corrections. Finally, it establishes the Governor’s Advisory Council for Exceptional Citizens as the third-party review agency for these prison Education Unit’s programs.
