Summary

The Bill makes various changes to the City of New Castle Charter while retaining the substance of the original charter. Significant changes include providing for four year staggered terms for elected officials rather than 2 year non-staggered terms; changing the official name of the municipality from “The Mayor and Council of New Castle” to “The City of New Castle”; providing for a three tiered system of borrowing as follows: (1) borrowing by City Council resolution permitted for short term operational expenses limited to a maximum of $500,000; (2) borrowing by City Council resolution permitted for capital expenditures limited to 1.2% of total assessed real estate value; and (3) all other borrowing via City wide referendum.
