As introduced Bill 23-491 requires candidates for public office be elected using ranked choice voting, which is a method of casting and tabulating votes where the voters rank candidates according to the order of their choice and vote counting proceeds in rounds in which candidates are eliminated. In every round, each ballot is counted as one vote for the highest ranked advancing candidate. It sets a date and conditions for implementation of ranked choice voting in the District.
