Summary

As introduced, this bill repeals certain restrictions to authority of the Executive Branch to use the Contingency Cash Reserve to respond to nonrecurring or unforeseen changes to the budget. It raises the reprogramming threshold from $500,000 to $1 million. It also eliminates restrictions on the Executive's ability to reprogram debt service funds.
