Summary

As introduced, this bill establishes a Clemency board to advance local control over the clemency process by reviewing applications for pardons and commutations for offenders. The Clemency Board (Board) will determine which applications to recommend to the President of the United States for clemency. It establishes the composition of the Board and the criteria necessary to apply for clemency among other things.
