AN ACT CONCERNING THE ESTABLISHMENT OF A VOCATIONAL EDUCATION PROGRAM AT THE JOHN R. MANSON YOUTH INSTITUTION IN CHESHIRE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) On or before January 1, 2014, the Commissioner of Correction, in consultation with the Labor Commissioner, the superintendent of Unified School District #1 and the warden and deputy wardens of the John R. Manson Youth Institution, shall, within available appropriations, design and implement a pilot program of vocational education to supplement the current level of vocational programming available at the facility. When designing the pilot program, the Commissioner of Correction shall endeavor to (1) improve upon the facility's most successful vocational programming offerings, (2) introduce new vocational programming offerings to inmates of the facility, and (3) provide vocational programming that is consistent with state's emerging workforce needs. Not later than January 1, 2015, the Commissioner of Correction shall report, in accordance with the provisions of section 11-4a of the general statutes, on the status of the pilot program to the joint standing committees of the General Assembly having cognizance of matters relating to the judiciary and public safety. The pilot program shall terminate on December 31, 2015.

(b) Pursuant to section 18-83 of the general statutes, the Commissioner of Correction may accept and receive any bequest or gift of personal property made to the department to further the objectives of the pilot program established pursuant to subsection (a) of this section.

This act shall take effect as follows and shall amend the following sections:
