AN ACT CONCERNING COMPLIANCE WITH THE MILITARY SELECTIVE SERVICE ACT.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2011) (a) As used in this section: (1) "License" means a motor vehicle operator's license, commercial driver's license or learner's permit issued pursuant to chapter 246 of the general statutes, or an identity card issued pursuant to section 1-1h of the general statutes, and (2) "person" means any person who is less than twenty-six years of age and is required to register with the Selective Service System in accordance with the Military Selective Service Act, 50 USC App. 451 et seq., as from time to time amended.
(b) Every application provided by the Department of Motor Vehicles for the issuance or renewal of a license shall state that submission of such application by such person shall serve as such person's consent for registration with the Selective Service System, and any such person who submits such application to the department shall be deemed to have given consent to the Commissioner of Motor Vehicles to transmit the information necessary for such registration to the Selective Service System.
(c) Upon receipt by the department of an application for the issuance or renewal of a license from any such person, the commissioner shall electronically transmit the information necessary for such registration to the Selective Service System.
(d) The commissioner may accept funds from the Selective Service System to pay any costs incurred in the implementation of this section.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To require the Commissioner of Motor Vehicles to electronically transmit to the Selective Service System the information of driver's license and identity card applicants who are required to register with the Selective Service System pursuant to federal law.
