AN ACT CONCERNING THE SOLICITATION OF PROPOSALS FROM CLASS I RENEWABLE ENERGY FACILITIES THAT PROVIDE A WASTE STREAM MANAGEMENT BENEFIT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 16a of the general statutes be amended to require the Department of Energy and Environmental Protection to competitively solicit proposals to purchase uncontracted-for capacity, energy and renewable attributes from baseload Class I renewable energy facilities that went into service on or after December 1, 2013, and provide a waste stream management benefit to the state in accordance with the Comprehensive Materials Management Strategy. In addition, said department may select proposals and direct electric distribution companies to enter into power purchase agreements for no more than ten megawatts in total of such capacity, energy and renewable attributes for periods of no more than fifteen years and such power purchase agreements shall be entered into on or before December 31, 2017.
