AN ACT ESTABLISHING A TASK FORCE TO STUDY BEST PRACTICES REGARDING RESPONSE TO INTERVENTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) There is established a task force to examine best practices related to the response to intervention approach to the early identification and support of students with learning and behavior needs.

(b) The task force shall consist of the following members: (1) The Commissioner of Education, or the commissioner's designee, (2) the executive director of the State Education Resource Center, or the executive director's designee, (3) a representative designated by the Connecticut Association of Public School Superintendents, (4) a representative designated by the Connecticut Association of Boards of Education, (5) a representative designated by the Connecticut Council of Administrators of Special Education, (6) a representative designated by the Connecticut Education Association who has at least three years of experience working with students receiving early intervention or special education services, (7) a representative designated by the American Federation of Teachers-Connecticut who has at least three years of experience working with students receiving early intervention or special education services, (8) a representative designated by a Special Education Parent-Teacher Association in the state, (9) a representative designated by the Connecticut chapter of the National Association of Social Workers who is a certified school social worker, (10) a representative designated by the Connecticut School Counselor Association, and (11) a representative designated by the Connecticut Association of School Psychologists.

(c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the designating association.

(d) The representative from the Connecticut Association of Public School Superintendents shall serve as the chairperson of the task force. Such chairperson shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

(e) Not later than January 1, 2019, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to education, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2019, whichever is later.

This act shall take effect as follows and shall amend the following sections:
