AN ACT CONCERNING EMPLOYMENT REQUIREMENTS TO QUALIFY FOR THE FILM TAX CREDIT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 12-217jj of the general statutes be amended to include the following requirements in the film tax credit program: (1) Thirty-five per cent of all union crews working on a state-certified qualified production must be state residents, including core crew and day players, (2) thirty-five per cent of all nonunion production and office staff must be state residents, and (3) there must be parity in the wages and benefits paid to state residents and to other similarly situated employees on the production.

Statement of Purpose:

To require those availing themselves of the state film tax credit program to hire state residents and pay them on par with other employees.
