AN ACT PROMOTING THE PURSUIT OF EDUCATION BY RECIPIENTS OF ASSISTANCE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective July 1, 2013) (a) The Department of Social Services shall, within available appropriations and to the extent permitted by federal law, modify its federal temporary assistance for needy families program to expand the number of hours recipients can spend on educational pursuits as part of their required work activities.
(b) Such approved work activities shall include, but not be limited to: (1) Courses of study to attain a high school graduate equivalency degree, (2) courses of study to attain a two-year or four-year college degree related to pursuit of post-graduation employment, and (3) vocational training.
(c) The Commissioner of Social Services shall implement policies and procedures necessary to notify recipients of the revised work activities while in the process of adopting such policies and procedures in regulation form, provided the commissioner prints notice of intent to adopt the regulations in the Connecticut Law Journal within twenty days of implementing such policies and procedures. Final regulations shall be submitted to the legislative regulation review committee not later than January 1, 2014. Policies and procedures implemented pursuant to this subsection shall be valid until the time final regulations are effective.
(d) The Commissioner of Social Services may adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to revise said work activities to the extent permitted by federal law.
