AN ACT CONCERNING STUDIES ON MENTAL HEALTH SERVICES FOR VETERANS AND MEMBERS OF THE ARMED FORCES AND ON CERTAIN FORMER MEMBERS OF THE ARMED FORCES DISCHARGED DUE TO POST-TRAUMATIC STRESS DISORDER OR TRAUMATIC BRAIN INJURY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective October 1, 2017) The Commissioner of Mental Health and Addiction Services, in consultation with the Commissioner of Veterans Affairs, shall (1) conduct a study to identify (A) the mental health needs of veterans and members of the armed forces in this state, and (B) mental health programs and services available to such veterans and members through state agencies, community organizations and other nonprofit entities, and (2) make recommendations to such agencies, organizations and entities concerning allocation of their resources to better address the mental health needs of such veterans and members. The commissioners shall jointly report, in accordance with the provisions of section 11-4a of the general statutes, the findings of such study and any such recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to public health and veterans' and military affairs on or before January 1, 2018.

Sec. 2. (Effective October 1, 2017) The Commissioner of Veterans Affairs shall conduct a study of (1) the prevalence in the state of former members of the armed forces, as defined in subsection (a) of section 27-103 of the general statutes, who were discharged or released under conditions other than dishonorable from active service as a result of a diagnosis of post-traumatic stress disorder or traumatic brain injury, and (2) the operational and financial feasibility of expanding eligibility for state veterans' benefits, services and other resources to any such former member of the armed forces. The commissioner shall report, in accordance with section 11-4a of the general statutes, the findings of such study to the joint standing committee of the General Assembly having cognizance of matters relating to veterans' and military affairs on or before January 1, 2018.

This act shall take effect as follows and shall amend the following sections:
