AN ACT AUTHORIZING MUNICIPALITIES TO IMPOSE USER FEES ON PUBLIC AND INDEPENDENT INSTITUTIONS OF HIGHER EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2017) Any municipality may, by ordinance, impose an annual user fee on any public or independent institution of higher education located in such municipality. Such user fee shall be the product of the number of full-time students residing on such institution's property within such municipality multiplied by an amount determined by such municipality, provided such amount shall not exceed four hundred dollars per full-time residential student.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To authorize municipalities to impose annual user fees on public and independent institutions of higher education located in such municipalities.
