AN ACT CONCERNING MUNICIPALITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) require that notice of violations of any municipal ordinance or state law regarding property be sent to the mortgage lender for such property; (2) authorize municipalities to place liens on any property owned by a property owner in violation of a blight ordinance rather than limiting such liens to the blighted property, even if such other property is located in another municipality; (3) require banks, during a foreclosure action, to submit to the municipal land records office, the name and contact information of the local property manager of the property under foreclosure; and (4) modify the building code such that the term in which a building permit is invalidated, suspended or abandoned is based on a value of work standard, not a fixed one-hundred-eighty-day period as is currently required.

Statement of Purpose:

To amend the statutes governing notice of certain violations; to allow municipalities to place liens on certain property; to require banks to provide certain information to municipalities; and to create standard building permit expiration dates, based on value or work.
