AN ACT CONCERNING MUNICIPAL CHARTER REVISION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 7-190 of the general statutes be amended to (1) require the appointing authority of a municipality to appoint a commission to review the municipality's charter or home rule ordinance once every ten years and prepare a report summarizing any amendments to the charter or home rule ordinance that it determines are necessary, and (2) permit a municipal legislative body to make minor and technical revisions to the municipality's charter or home rule ordinance without following the procedure set forth in subsections (a) to (g), inclusive, of section 7-190 of the general statutes, provided such revisions are deemed minor and technical by a two-thirds vote of such municipal legislative body.

Statement of Purpose:

To require that municipal charters and home rule ordinances be reviewed every ten years and to allow municipalities to make minor and technical revisions to their charters and home rule ordinances without following the procedure set forth in section 7-191 of the general statutes.
