AN ACT ELIMINATING BLOCK GRANT FUNDING OF CONSTITUENT UNITS OF HIGHER EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to eliminate the system of financing the constituent units of higher education by a single block grant and make such constituent units directly accountable to the Governor and the General Assembly.

Statement of Purpose:

To ensure accountability and efficiency in the state system of higher education.
