AN ACT CONCERNING VETERANS HOUSING AND FEDERAL FUNDS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 8-110 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016):

(a) In exercising any powers or carrying out any authorization contained in this part, a housing authority may comply with any conditions not inconsistent with the purposes of this part required by the federal government pursuant to federal law in any contract relating to projects developed or administered under this part.

(b) A housing authority may exercise its powers and [may] do any and all other things necessary or desirable to (1) cooperate with or secure the financial aid of the federal government in the expeditious development or in the administration of projects to (A) assure the availability of safe and sanitary dwellings for persons engaged in national defense activities, and [to] (B) house servicemen and returning veterans and their families, [to] (2) act as agent or lessee for the federal government in the development or administration of such projects by the federal government, and [to] (3) effectuate the purposes of this part. The Commissioner of Housing shall ensure that each housing authority complies with any requirement of the federal government that any such financial aid so secured by any such housing authority is used exclusively for the purposes described in subdivision (1) of this subsection. If the Commissioner of Housing finds that any housing authority is not complying with any such requirement, the commissioner shall immediately report such misuse to the joint standing committees of the General Assembly having cognizance of matters relating to housing and veterans' and military affairs.

(c) A housing authority may function hereunder upon a finding or determination by the governing body of the municipality for which the housing authority was created, which finding or determination shall be in lieu of any finding or determination required by this chapter and shall be conclusive in any suit, action or proceeding, that there exists or impends in the locality an acute shortage of safe and sanitary dwellings available to persons engaged in national defense activities.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To require the Commissioner of Housing to ensure that any federal funds designated for housing of veterans, members of the armed forces and persons engaged in national defense activities are exclusively used for such purposes.
