AN ACT CONCERNING MANDATORY HEALTH INSURANCE COVERAGE, ESTABLISHING AN AFFORDABLE HEALTH CARE FUND AND A TASK FORCE TO DEVELOP A REINSURANCE PROGRAM TO SEEK A STATE INNOVATION WAIVER.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to: (1) Direct the Department of Revenue Services to establish an individual mandate and accompanying tax penalty effective December 31, 2018; (2) establish an Affordable Health Care Fund; (3) establish a comprehensive health insurance coverage verification program; and (4) establish a task force to develop a reinsurance program that will enable the state to seek a "State Innovation Waiver" from the federal government.

Statement of Purpose:

To establish an individual mandate and accompanying tax penalty, an Affordable Health Care Fund, a comprehensive health insurance coverage verification program and a task force to develop a reinsurance program that will enable the state to seek a "State Innovation Waiver".
