Summary

To eliminate the duty of the Commissioner of Motor Vehicles to suspend a motor vehicle operator's license for failure to pay any fine or fee associated with a motor vehicle violation as the suspension unfairly punishes residents for unpaid debts and creates a self-defeating vicious cycle exacerbated by the COVID-19 pandemic.
