Summary

To (1) when computing the Metropolitan District's total outstanding indebtedness, count two consecutive bond issues as one if the proceeds of the new issue are placed in trust to pay off the old issue, (2) require annual audits of the district's books and accounts by the Auditors of Public Accounts, (3) allow district commissioners appointed from nonmember towns to vote on approval of water rates, (4) establish a task force to examine the organization and operations of the district, and (5) require the district commission to fund Riverfront Recapture, Inc. in 2020 at the same level it was funded in 2019.
