Summary
To establish a pilot program to increase police recruitment, expand the police explorer program, provide grants to municipalities for proactive policing using data driven intelligence, permit the use of stop sticks without prior authorization under certain circumstances, restore qualified immunity to police, and amend statutes concerning consent searches, duty to intervene and certification.
