Existing law establishes the Office of Planning and Research (OPR) in the Governor’s office for the purpose of serving the Governor and the Governor’s cabinet as staff for long-range planning and research and constituting the comprehensive state planning agency. The California Environmental Quality Act (CEQA) requires OPR to prepare and develop proposed guidelines for the implementation of CEQA by public agencies.
This bill would require OPR, in coordination with the Department of Transportation, to conduct a study to identify (1) the top 15 certain locations in the state highway system with the highest rate of vehicle collisions during each calendar year within a
range of calendar years selected by OPR for purposes of the study, and (2) regard to vehicle collisions and crash exposure, projects that could improve road safety at each of those locations. locations, and common factors, if any, contributing to the delay in the delivery of those projects. The bill would require the study to also identify the most common types of road safety projects across the state and the type of review typically required under CEQA for those projects. The bill would require OPR to post the study on its internet website on or before January 1, 2026.
