An act to amend Section 18941.10 of the Health and Safety Code, relating to building standards.

SB 1482, as amended, Allen. Building standards: electric vehicle charging infrastructure.
Existing law, the California Building Standards Law, establishes the California Building Standards Commission within the Department of General Services. Existing law requires the commission to approve and adopt building standards and to codify those standards in the California Building Standards Code. Existing law requires the commission to adopt, approve, codify, and publish mandatory building standards for the installation of electric vehicle charging infrastructure for parking spaces in multifamily dwellings and nonresidential development. Existing law requires the Department of Housing and Community Development to propose to the commission for consideration mandatory building standards for the installation of electric vehicle charging infrastructure for parking spaces in multifamily dwellings and submit the proposed mandatory building standards. Existing law requires the department and the commission, in proposing and adopting these standards, to actively consult with specified parties.
This bill would require those mandatory building standards for the installation of electric vehicle charging infrastructure for parking spaces in multifamily dwellings to require that each dwelling unit with access to a parking space have access to a 208/240 volt branch circuit of at least 20 amperes terminating in a receptacle for use by an electric vehicle driver to charge their plug-in electric vehicle, specified signage for those electric vehicle parking spaces, and electrical wiring design options, as specified. The bill would provide for additional parties that the commission and the department would be required to consult with in proposing and adopting these standards.

The people of the State of California do enact as follows:


SECTION 1.

 Section 18941.10 of the Health and Safety Code is amended to read:

18941.10.
 (a) (1) The commission shall, commencing with the next triennial edition of the California Building Standards Code (Title 24 of the California Code of Regulations) adopted after January 1, 2014, adopt, approve, codify, and publish mandatory building standards for the installation of electric vehicle charging infrastructure for parking spaces in multifamily dwellings and nonresidential development.
(2) For purposes of paragraph (1), the Department of Housing and Community Development shall propose mandatory building standards for the installation of electric vehicle charging infrastructure for parking spaces in multifamily dwellings and submit the proposed mandatory building standards to the commission for consideration.
(b) The mandatory building standards adopted, approved, codified, and published for parking spaces in multifamily dwellings pursuant to subdivision (a) shall, at minimum, require all of the following:
(1) Access to a 208/240 volt branch circuit of at least 20 amperes, terminating in a receptacle for use by an electric vehicle driver to charge their plug-in electric vehicle, for each multifamily dwelling unit that has access to a parking space.
(2) Prominent “EV Ready” signage at each parking space equipped with electric vehicle charging infrastructure and at the unit electrical panel.
(3) Electrical wiring design options for installing the electric vehicle charging circuit resulting in comparable electrical utility tariffs to those living in single family dwellings, including running the electric vehicle charging circuitry via the unit’s meter or electrical panel.
(c) (1) In proposing and adopting mandatory building standards under this section, the Department of Housing and Community Development and the commission shall use Sections A4.106.6, A4.106.6.1, A4.106.6.2, A5.106.5.1, and A5.106.5.3 of the California Green Building Standards Code (Part 11 of Title 24 of the California Code of Regulations) as the starting point for the mandatory building standards and amend those standards as necessary.
(2) In proposing and adopting mandatory building standards under this section, the Department of Housing and Community Development and the commission shall actively consult with interested parties, including, but not limited to, investor-owned utilities, manufacturers, municipal utilities, manufacturers, local building officials, commercial building and apartment owners, the building industry, multifamily dwelling residents, and electric vehicle equity advocate groups.
