Existing law establishes the California State University, under the administration of the Trustees of the California State University, the University of California, under the administration of the Regents of the University of California, the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, independent institutions of higher education, as defined, and private postsecondary educational institutions, as defined, as the segments of postsecondary education in the state.
This bill would state the intent of the Legislature to enact subsequent legislation to create the State Seal of Excellence in Serving Black and African American Postsecondary Students to recognize postsecondary educational institutions located in California that excel at offering admissions and providing academic and
financial resources to Blacks and African Americans, and whose Black and African American students have high rates of degree completion.
