November 8, 2022, statewide general election: ballot measures.
Existing law requires that a constitutional amendment, bond measure, or other legislative measure submitted to the people by the Legislature appear on the ballot of the first statewide election occurring at least 131 days after the adoption of the proposal by the Legislature. Existing law specifies the order in which state measures appear on the ballot, as provided, and requires state measures to be numbered in a continuous sequence starting with “1” for a period of 10 years, after which time the sequence recommences.
Notwithstanding the provisions described above, this bill would require the submission of Senate Constitutional Amendment 10 of the 2021–22 Regular Session, if adopted by the Legislature, to the voters at the November 8, 2022, statewide general
election and would require the measure to be designated as “Proposition 1” and placed as the first measure on the ballot. The bill would require all other constitutional amendments adopted by the Legislature at the 2021–22 Regular Session to immediately follow Proposition 1 in numerical order on the ballot.
Existing law requires the Secretary of State to prepare and mail to voters a state voter information guide.
This bill would appropriate $150,000 to the Secretary of State for that purpose.
This bill would declare that it is to take effect immediately as a bill providing for appropriations related to the Budget Bill.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares both of the following:(a) California voters will be asked to vote on a number of constitutional and statutory measures at the November 8, 2022, statewide general election, including amendments to the California Constitution that are proposed by the Legislature.
(b) To avoid voter confusion, it is important to designate separately those constitutional amendments proposed by the Legislature so that the voters can clearly identify them on the
ballot.
SEC. 2.
(a) Notwithstanding the requirements of Sections 9040, 9043, 9044, 9061, 9082, and 9094 of the Elections Code or any other law, the Secretary of State shall submit Senate Constitutional Amendment 10 of the 2021–22 Regular Session, if adopted by the Legislature, to the voters for their approval at the November 8, 2022, statewide general election.(b) Notwithstanding Sections 13115 and 13117 of the Elections Code or any other law, Senate Constitutional Amendment 10 of the 2021–22 Regular Session, if adopted by the Legislature,
shall be placed as the first measure on the November 8, 2022, statewide general election ballot and shall be designated as “Proposition 1.”
(c) Notwithstanding Sections 13115 and 13117 of the Elections Code or any other law, all other Senate Constitutional Amendments and Assembly Constitutional Amendments adopted by the Legislature at the 2021–22 Regular Session shall immediately follow Proposition 1 and shall be designated on the November 8, 2022, statewide general election ballot as the next in order numerically.
(d) Nothing in this act affects the numbering of any other measure that qualifies for the November 8, 2022, statewide general election ballot.
