Contracts for the acquisition of goods or services: extension or renewal: legislative oversight.
Existing law authorizes state agencies to enter into contracts for the acquisition of goods or services upon approval by the Department of General Services. Existing law sets forth various requirements and prohibitions for those contracts. Existing law makes a willful violation of those provisions punishable as a misdemeanor.
This bill would require a state agency, for a contract awarded without competitive bidding for the acquisition of goods or services in the amount of $75,000,000 or more, entered into on or after January 1, 2023,
on or before the contract end date, to submit information regarding the terms and conditions of a proposed extension or renewal of the contract to the Joint Legislative Budget Committee. By imposing a new requirement, the willful violation of which would be a crime, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that no reimbursement is required by this act for a specified reason.
