An act relating to energy.


LEGISLATIVE COUNSEL'S DIGEST


SB 1145, as introduced, Laird. Energy equity.
Existing law establishes the State Energy Resources Conservation and Development Commission in the Natural Resources Agency. Existing law requires the commission to carry out various duties in connection with energy policy, including to evaluate policies governing the establishment of rates for electric power and other sources of energy as related to energy conservation, environmental protection, and other goals and policies, as specified, and to transmit recommendations for changes in power-pricing policies and rate schedules to the Governor, the Legislature, the Public Utilities Commission, and publicly owned electric utilities.
This bill would express the intent of the Legislature to enact future legislation that would promote and support energy equity for tribal, low-income, and underrepresented communities, and an equitable transition toward low- and zero-carbon energy appliances and generation.

The people of the State of California do enact as follows:


SECTION 1.

 It is the intent of the Legislature to enact future legislation that would promote and support energy equity for tribal, low-income, and underrepresented communities and an equitable transition toward low- and zero-carbon energy appliances and generation.
