The California Beverage Container Recycling and Litter Reduction Act, which is administered by the Department of Resources Recycling and Recovery, is established to promote beverage container recycling and provides for the payment, collection, and distribution of certain payments and fees based on minimum refund values established for beverage containers. The act creates within the department a recycling financial analysis and policy development unit to develop, analyze, consolidate, and evaluate economic and policy proposals to carry out the objectives of the act.
This bill would state the intent of the Legislature to enact future legislation relating to the California Beverage Container Recycling and Litter Reduction Act. require the unit to assess the effects of limitations imposed on international markets for the export of beverage containers and the impacts of those limitations on beverage container recycling in the state.
