AJR 9, as introduced, Cristina Garcia. Immigration enforcement tactics.
This measure would urge the federal government to stop using ruses against immigrants, revise the tactics used by United States Immigration and Customs Enforcement (ICE), cease the unjust detention of undocumented immigrants, end blanket raids against individuals thought to be without documents, and adopt a standard uniform for ICE officers that clearly identifies them as ICE when operating in California.

WHEREAS, United States Immigration and Customs Enforcement (ICE) employs ruses and predatory tactics that are inconsistent with California’s values against residents of the state; and
WHEREAS, There is institutional racism that unfairly targets Latinos. ninety-five percent of all immigrants apprehended by ICE are Latino, which has created a culture of fear; and
WHEREAS, The ruses employed by ICE have been sanctioned by “Executive Order: Enhancing Public Safety in the Interior of the United States,” issued on January 25th, 2017. This executive order gives more authority to ICE to use all agencies, including the Occupational Safety and Health Administration (OSHA) and the United States Department of Labor, to assist in arrests; and
WHEREAS, ICE has been known to impersonate OSHA in its attempts to round up individuals who are profiled as deportable, including by holding fake OSHA training sessions in order to lure vulnerable individuals and arrest them; and
WHEREAS, ICE continues to use language barriers and wear police uniforms in order to trick immigrants into doing what ICE wants. ICE employs ruses such as blaming an individual’s inability to understand ICE’s instructions as grounds to justify ICE’s behavior; and
WHEREAS, Predatory ruses like these create an atmosphere of distrust between the state’s residents, their employers, and the various agencies and institutions they have trusted with their safety. These unfair practices foster a culture of fear that California has worked hard to eliminate. Unfortunately, “Executive Order: Enhancing Public Safety in the Interior of the United States” issued by the current administration encourages these immoral practices; now, therefore, be it
Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the federal government to stop using ruses against immigrants, revise the tactics used by ICE, cease the unjust detention of undocumented immigrants, end blanket raids against individuals thought to be without documents, and adopt a standard uniform for ICE officers that clearly identifies them as ICE when operating in California; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the United States House of Representatives, to the Majority Leader of the United States Senate, to each Senator and Representative from California in the Congress of the United States, and to the author for appropriate distribution.
