California agricultural industry.
This measure would urge the President and the Congress of the United States to recognize the importance of the California agricultural industry to our nation, to keep California’s farmers, ranchers, and farmworkers in mind when considering global trade and immigration matters, and to break down barriers to agricultural trade.

WHEREAS, California continues to set the pace as the nation’s largest agricultural producer and exporter; and
WHEREAS, In 2015, the California agricultural industry received $47.1 billion in cash receipts; and
WHEREAS, The California agricultural industry is largely dependent on foreign trade, with exports totaling $20.69 billion in 2015; and
WHEREAS, The value of California agricultural exports has realized tremendous gains in the past decade, and the sales value of California agricultural exports has grown more than 120 percent over the last 10 years; and
WHEREAS, California’s largest trading partner is the European Union, and Canada and Mexico rank in the top five markets for California agricultural exports; and
WHEREAS, The Trans-Pacific Partnership Agreement benefited the California agricultural industry, and the President’s recent withdrawal from the Trans-Pacific Partnership Agreement directly impacts California agricultural exports and potentially threatens the California agricultural industry; and
WHEREAS, The California agricultural industry has been successful under the North American Free Trade Agreement (NAFTA); and
WHEREAS, If NAFTA negotiations are reopened, the Congress and the President should protect and advance California agricultural trade provisions; and
WHEREAS, In negotiating any future trade agreements, the President should consider the importance of the California agricultural industry to our nation, promote California agricultural products in foreign markets, and encourage consumers to buy American food; and
WHEREAS, Farmers, ranchers, and farmworkers contribute immeasurably to our quality of life and positively impact the health of urban and rural communities; and
WHEREAS, A large population of farmworkers are immigrants, and changes to federal immigration laws could significantly reduce the agricultural workforce and increase the costs of agricultural production, which will increase costs of agricultural products for consumers nationwide; now, therefore, be it
Resolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the President and the Congress of the United States to recognize the importance of the California agricultural industry to our nation, to keep California’s farmers, ranchers, and farmworkers in mind when considering global trade and immigration matters, and to break down barriers to agricultural trade; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the House of Representatives, to the Majority Leader of the Senate, to each Senator and Representative from California in the Congress of the United States to, the Governor, and to the author for appropriate distribution.
