An act to add and repeal Chapter 11.7 (commencing with Section 8865) of Division 1 of Title 2 of the Government Code, Section 5079.29 of the Public Resources Code, relating to the Route 66 Centennial Commission.

Existing law authorizes the State Office of Historic Preservation within the Department of Parks and Recreation to initiate, negotiate, and participate in agreements for the preservation and management of historical resources under its control with public agencies, nonprofit organizations, private entities, or individuals, and to enter into any other agreements authorized by state law. Existing law also authorizes the office to encourage and support historical resource preservation through education activities, including publications and training, and to enter into contracts with public agencies, nonprofit organizations, or private entities for this purpose.

Existing law provides the Department of Transportation full possession and control of all state highways and all property and rights in property acquired for state highway purposes. Existing law authorizes and directs the department to lay out and construct all state highways between the termini designated by law and on the locations as determined by the California Transportation Commission. Existing law authorizes the commission to select, adopt, and determine the location for state highways on routes authorized by law and to allocate, from available funds, moneys for the construction, improvement, or maintenance of the various highways or portions of those highways that are under the jurisdiction of the department.

This bill would require the department office to establish, on or before January 1, 2021, the Route 66 Centennial Commission to work in conjunction with local and federal governmental entities to commemorate the 100th anniversary of California Historic State Route 66 and foster preservation projects.
This bill would make these provisions this provision inoperative on July 1, 2027, and would repeal it as of January 1, 2028.

The people of the State of California do enact as follows:


SECTION 1.

 Section 5079.29 is added to the Public Resources Code, to read:

5079.29.
 (a) On or before January 1, 2021, the office shall establish the Route 66 Centennial Commission to work in conjunction with local and federal governmental entities to commemorate the 100th anniversary of California Historic State Route 66 and foster preservation projects.
(b) This section shall become inoperative on July 1, 2027, and, as of January 1, 2028, is repealed.

SECTION 1.Chapter 11.7 (commencing with Section 8865) is added to Division 1 of Title 2 of the Government Code, to read:
11.7.Route 66 Centennial Commission
8865.

(a)On or before January 1, 2021, the Department of Transportation shall establish the Route 66 Centennial Commission to work in conjunction with local and federal governmental entities to commemorate the 100th anniversary of California Historic State Route 66 and foster preservation projects.

(b)This chapter shall become inoperative on July 1, 2027, and, as of January 1, 2028, is repealed.
