BILL NUMBER: AB 540 CHAPTERED BILL TEXT CHAPTER 114 FILED WITH SECRETARY OF STATE AUGUST 6, 2009 APPROVED BY GOVERNOR AUGUST 5, 2009 PASSED THE SENATE JULY 9, 2009 PASSED THE ASSEMBLY MAY 11, 2009 INTRODUCED BY Assembly Member Monning FEBRUARY 25, 2009 An act to add Section 8543.4 to the Government Code, relating to the State Auditor. LEGISLATIVE COUNSEL'S DIGEST AB 540, Monning. State Auditor: Bureau of State Audits: budget. Existing law establishes the Bureau of State Audits under the direction of the Milton Marks "Little Hoover" Commission on California State Government Organization and Economy and requires the bureau to be independent of the executive branch and legislative control in order to be free of organizational impairments to independence. This bill would require the bureau to provide the Department of Finance with the bureau's proposed budget for each fiscal year. The bill would also require the Department of Finance to include the bureau's proposed budget in the Governor's Budget without modification. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 8543.4 is added to the Government Code, to read: 8543.4. In administering the fiscal policies of the Bureau of State Audits, for each fiscal year, the bureau shall provide the Department of Finance with the bureau's proposed budget and the Department of Finance shall include that proposed budget in the Governor's Budget without modification.
