LEGISLATIVE COUNSEL'S DIGEST
Existing law finds and declares that there is a pressing need to accelerate research and development into alternative sources of energy and into improved technology of design and siting of power facilities.
This bill would declare the intent of the Legislature to enact legislation that would establish labor standards and opportunities that deliver benefits to local communities in the Lithium Valley battery supply chain. This bill would also include related legislative findings and declarations.

The people of the State of California do enact as follows:
SECTION 1.
Section 26011.8 of the Public Resources Code, as amended by Section 241 of Chapter 370 of the Statutes of 2020, is amended to read:26011.8.
(a) The purpose of this section is to promote the creation of California-based manufacturing, California-based jobs, advanced manufacturing, the reduction of greenhouse gases, or reductions in air and water pollution or energy consumption. In furtherance of this purpose, the authority may approve a project for financial assistance in the form of the sales and use tax exclusion established in Section 6010.8 of the Revenue and Taxation Code.SEC. 2.
For purposes of complying with Section 41 of the Revenue and Taxation Code, the Legislature finds and declares as follows:SEC. 3.
Notwithstanding Section 2230 of the Revenue and Taxation Code, no appropriation is made by this act and the state shall not reimburse any local agency for any sales and use tax revenues lost by it under this act.SEC. 4.
This act provides for a tax levy within the meaning of Article IV of the California Constitution and shall go into immediate effect.The Legislature finds and declares all of the following:
(a)Lithium is becoming an increasingly critical resource as the state, and the world, moves toward a clean energy future to tackle the climate crisis.
(b)This metal is a crucial component of batteries needed to power electric vehicles, enable a 100-percent clean electrical grid, and move the state’s homes and industries away from fossil fuels.
(c)California has abundant untapped lithium reserves, including in geothermal brine more than one mile underground near the Salton Sea.
(d)The
state is poised to become a global leader in the deployment of new, environmentally sound technologies that can coproduce lithium with renewable electricity from geothermal power plants in the Imperial Valley.
(e)Experts estimate the region could satisfy more than one-third of today’s global lithium demand.
(f)Building out a world-class battery manufacturing ecosystem in tandem with lithium production and processing would also increase economic opportunities in the Salton Sea region, delivering high-quality jobs and community benefits to the region.
It is the intent of the Legislature to enact legislation that would establish labor standards and opportunities that deliver benefits to local communities in the Lithium Valley battery supply chain.
