LEGISLATIVE COUNSEL'S DIGEST
(1)Existing law establishes the Governor’s Office of Business and Economic Development, also known as “GO-Biz,” in state government within the Governor’s office. Existing law requires GO-Biz to serve the Governor as the lead entity for economic strategy and the marketing of California on issues relating to business development, private sector investment, and economic growth.
This bill would require GO-Biz to work with state academic institutions and certification organizations to perform additional product testing that accelerates the development, use, or commercialization of new wood products, as provided.
(2)Existing law establishes the California Building Standards Commission within the Department of General Services. Existing law requires the
commission to approve or adopt any building standard adopted or proposed by state agencies prior to codification.
This bill would require the commission to work with local planning offices, developers, and architects to consider the feasibility of expanding the use of wood and mass timber in California buildings. The bill would require the commission to identify additional seismic, fire, or other testing of mass timber that is necessary for the use of mass timber in building construction.

The people of the State of California do enact as follows:
The office shall work with state academic institutions and certification organizations to perform additional product testing that accelerates the development, use, or commercialization of new wood products, including any testing identified as necessary by the California Building Standards Commission pursuant to Section 18934.6 of the Health and Safety Code.
(a)The commission shall work with local planning offices, developers, and architects to consider the feasibility of expanding the use of wood and mass timber in California buildings.
(b)The commission shall identify additional seismic, fire, or other testing of mass timber that is necessary for the use of mass timber in building construction.
