An act to add Section 8239.2 to the Education Code, relating to child care.

AB 2698, as introduced, Rubio. California state preschool programs: mental health consultation models.
The Child Care and Development Services Act requires the Superintendent of Public Instruction to administer all California state preschool programs that shall include part-day age and developmentally appropriate programs designed to facilitate the transition to kindergarten for 3- and 4-year-old children in educational development, health services, social services, nutritional services, parent education and parent participation, evaluation, and staff development.
This bill would state that the Legislature finds and declares that research shows that early childhood mental health consultation models can play an important role in addressing challenging behaviors and can yield positive social and emotional outcomes for children, including reducing preschool expulsions.

The people of the State of California do enact as follows:


SECTION 1.

 Section 8239.2 is added to the Education Code, to read:

8239.2.
 The Legislature finds and declares that research shows that early childhood mental health consultation models can play an important role in addressing challenging behaviors and can yield positive social and emotional outcomes for children, including reducing preschool expulsions.
