SECTION 1.
It is the intent of the Legislature to enact subsequent legislation that would do both of the following:(a) Establish the Equitable Access Grant Program, to be administered by the Natural Resources Agency, for the purpose of increasing equitable access to outdoor recreational opportunities for all Californians.
(b) (1) Provide funding through the awarding of grants pursuant to the Equitable Access Grant Program to eligible entities to execute community access projects, including, but not limited to, all of the following:
(A) Transportation.
(B) Physical activity programming.
(C) Resource interpretation.
(D) Multilingual translation.
(E) Natural science.
(F) Workforce development and career pathways.
(G) Education.
(H) Communication related to water, parks, climate, coastal protection, and other outdoor pursuits.
(2) For purposes of this section, “community access” means community engagement, technical assistance, or facilities that maximize safe and equitable physical admittance, especially for low-income communities, to natural or cultural resources, community education, or
recreational amenities.
