Existing law authorizes an employee of the state to file with their appointing power a designation of a person who may, upon the employee’s death, receive the employee’s warrants. Existing law requires the appointing power, upon sufficient proof of identity, to deliver the warrants to the person making claim to the warrants. Existing law entitles a designated person who receives warrants to negotiate the warrants as if they were the payee.
This bill would revise that provision to instead require the appointing power, upon sufficient proof of the person’s identity, to endorse and deposit the warrants in a specified manner and issue a revolving fund check in the original amount payable to the designated person.
