The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares all of the following:SEC. 2.
Section 16428.87 is added to the Government Code, to read:16428.87.
The State Air Resources Board shall work with state agencies administering grant programs that allocate moneys from the Greenhouse Gas Reduction Fund to ensure(d)Applications to programs that involve housing, transportation, urban forestry, urban greening, or planning are scored based on the size and density of the jurisdiction where
the project is based in addition to the metrics established pursuant to paragraph (2).
(1)An administering agency shall create at least three tiers for project applications according to the following:
(A)Tier 1 shall grade projects that are to be located in jurisdictions with more than 4,000 people per square mile or with 450,000 or more people.
(B)Tier 2 shall grade projects that are to be located in jurisdictions with 4,000 people or less per square mile, but no less than 300 people per square mile, and with less than 450,000 people. Tier 2 shall not include a rural area as defined in Section 50101 of the Health and Safety Code.
(C)Tier 3 shall grade projects that are to be located in jurisdictions with less than 300 people per square mile or in a
rural area as defined in Section 50101 of the Health and Safety Code.
(2)An administering agency shall establish application scoring metrics for each tier listed in paragraph (1) based on relevant best practices in jurisdictions that fall within that tier.
