SECTION 1.
(a) There is hereby appropriated from the General Fund to the County of Solano fourteen million dollars ($14,000,000) in the 2019–20 fiscal year. This money shall be available for spending or encumbrance for four years, after which, any moneys unspent or unencumbered shall revert to the General Fund.(b) Moneys appropriated pursuant to subdivision (a) shall be used to plan, construct, and operate two integrated mental health residential facilities adjacent to the county’s existing health and social services campus. The facilities shall provide,
respectively, augmented board and care services, which provide intensive mental health services geared at minimizing psychiatric symptoms and improving independent living skills for individuals who are leaving a locked psychiatric health facility, and board and care services for clients who are stable enough to live independently in a less supportive environment.
(c) (1) The county shall report all of the following to the Governor and the Legislature annually, on or before January 1, of each year, commencing in 2022:
(A) Number of placements in the new facilities.
(B) Average length of stay in the new facilities.
(C) Rates of readmission
to the new facility or a higher level of care.
(D) Client satisfaction levels with placement in the new facilities.
(2) The report submitted pursuant to this subdivision shall be submitted in compliance with Section 9795 of the Government Code.
(d) This section shall remain in effect only until January 1, 2025, and as of that date is repealed.
