An act to amend Section 14300 of the Public Resources Code, relating to resources conservation. An act relating to museums, and making an appropriation therefor.

Existing law establishes in state government the Natural Resources Agency under the supervision of the Secretary of the Natural Resources Agency. Existing law, the California Cultural and Historical Endowment Act, establishes the California Cultural and Historical Endowment in the Natural Resources Agency. Among other things, the act authorizes the endowment to award grants and loans on a competitive basis to public agencies and nonprofit organizations to encourage development of California’s historical and cultural resources. Existing law establishes the Museum and Cultural Resources Program, under the administration of the endowment, to assist and enhance the services of California’s museums and of other groups and institutions that undertake cultural projects that are deeply rooted in and reflective of previously underserved communities.

This bill would appropriate $4,000,000 from the General Fund to the Natural Resources Agency to be distributed as a grant, during the 2019–2020 fiscal year, by the Secretary of the Natural Resources Agency to the Korean American National Museum located in the City of Los Angeles for the purpose of assisting construction of that museum. The bill would require, before the secretary distributes those funds, that the secretary confirm, in the manner as determined by the secretary, that the Korean American National Museum satisfies specified criteria.

Existing law establishes the California Conservation Corps and requires that young women and men participating in the corps program generally be engaged in projects that, among other things, preserve, maintain, and enhance environmentally important lands and waters.

This bill would make nonsubstantive changes to this provision.

The people of the State of California do enact as follows:

SECTION 1.

 (a) The sum of four million dollars ($4,000,000) is hereby appropriated from the General Fund to the Natural Resources Agency to be distributed by the Secretary of the Natural Resources Agency as a grant to the Korean American National Museum located in the City of Los Angeles for the purpose of assisting construction of that museum. Before the secretary distributes those funds, the secretary shall confirm, in the manner as determined by the secretary, that the Korean American National Museum satisfies all of the following criteria:

(1) The museum will showcase the impact of Korean American culture on American society.

(2) The museum will exhibit and display the global trends of Korean and Korean American culture.

(3) The museum will provide school programs, tours, and exhibits specifically designed for school groups.

(4) The museum has adopted a mission statement that states that the museum will work towards the goal of building an international network of corporate and cultural partnerships between the United States and Korea and find avenues to showcase the cross-cultural influences prevalent in the state and in the City of Los Angeles.

(b) The secretary shall distribute the funds provided by this section during the 2019–2020 fiscal year.

SECTION 1.Section 14300 of the Public Resources Code is amended to read:

14300.

Young people participating in the corps program shall generally be engaged in projects that do the following:

(a)Preserve, maintain, and enhance environmentally important lands and waters.

(b)Accomplish useful and needed public works projects in both urban and rural areas.

(c)Conserve, maintain, improve, and develop natural resources in both urban and rural areas.

(d)Provide opportunities for public use of, or education in, the areas, projects, and resources described in subdivisions (a), (b), and (c).

(e)Assist in emergency operations, such as natural disaster relief and the rescue of lost and injured persons.

(f)Assist in fire prevention and suppression.

(g)Directly contribute to the conservation of energy.

(h)Contribute toward making public facilities accessible to persons with disabilities.

(i)Assist departments within the Natural Resources Agency in developing, rehabilitating, and restoring parklands, recreational facilities, and historical resources; restoring salmon and steelhead spawning, nursery, and rearing habitat; restoring and preserving wildlife habitat; and enhancing reforestation in both urban and rural areas.
