An act to add Section 65080.02 to the Government Code, relating to transportation.

AB 1633, Grayson. Regional transportation plans: traffic signal optimization plans.
Existing law requires designated transportation planning agencies to, among other things, prepare and adopt a regional transportation plan. Existing law requires a regional transportation plan to include a policy element, an action element, a financial element, and, if the transportation planning agency is also a metropolitan planning organization, a sustainable communities strategy. Existing law requires each transportation planning agency to consider and incorporate into its regional transportation plan the transportation plans of cities, counties, districts, private organizations, and state and federal agencies, as appropriate.
Existing law designates the Metropolitan Transportation Commission (MTC) as the regional transportation planning agency for the 9-county San Francisco Bay area, with various powers and duties relative to transportation planning, programming, and funding.
This bill would authorize a city located within the jurisdiction of MTC to develop and implement a traffic signal optimization plan intended to reduce travel times, the number of stops, and fuel use. The bill would also require the Department of Transportation and a city that develops a traffic signal optimization plan pursuant to these provisions to coordinate on any adjustments to traffic signals owned or operated by the department.

The people of the State of California do enact as follows:


SECTION 1.

 Section 65080.02 is added to the Government Code, to read:

65080.02.
 (a) A city located within the jurisdiction of the Metropolitan Transportation Commission may develop and implement a traffic signal optimization plan intended to reduce travel times, the number of stops, and fuel use.
(b) The Department of Transportation and a city that develops a traffic signal optimization plan pursuant to subdivision (a) shall coordinate on any adjustments to traffic signals owned or operated by the department.
