   An act  to add Section 4450.5 to the Vehicle Code, 
relating to vehicles.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1515, as amended, Eng. Vehicles:  traffic violator
schools.   Electronic Lien and Title (ELT) Program.
 
   Existing law requires the Department of Motor Vehicles, upon
registering a vehicle, to issue a certificate of ownership to the
legal owner and a registration card to the registered owner, or both
to the registered owner, if there is no legal owner of the vehicle.
 
   This bill would require the Director of Motor Vehicles, on or
before January 1, 2012, to develop an Electronic Lien and Title (ELT)
Program, in cooperation with lienholders, that would require all
lien and title information to be held in an electronic format,
provided that the program is cost effective compared to the current
paper title and registration system.  
   Existing law establishes licensing requirements for traffic
violator schools, as specified, and authorizes a court, in lieu of
adjudicating a traffic offense committed by a person holding one of
specified types of driver's licenses, and with the consent of the
defendant, to order the person to attend a licensed traffic violator
school, licensed driving school, or other court-approved program of
driving instruction.  
   This bill would state the Legislature's intent to enact
legislation to consolidate existing licensing programs to incorporate
court-approved home study programs under the same structure as
existing traffic violator school programs. 
   Vote: majority. Appropriation: no. Fiscal committee:  no
  yes  . State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 4450.5 is added to the 
 Vehicle Code   , to read:  
   4450.5.  On or before January 1, 2012, the director shall develop
an Electronic Lien and Title (ELT) Program, in cooperation with
lienholders, to require that all lien and title information be held
in an electronic format, provided that the program is cost effective
compared to the current paper title and registration system. 

  SECTION 1.    The Legislature intends to enact
legislation to consolidate existing licensing programs to incorporate
court-approved home study programs under the same structure as
existing traffic violator school programs.
