The people of the State of California do enact as follows:
SECTION 1.
Section 11006 of the Elections Code is amended to read:
11006.
Proceedings may be commenced for the recall of any elective officer, including any an officer appointed in lieu of an election or to fill a vacancy, by the service, filing filing, and publication or posting of a notice of intention to circulate a recall petition pursuant to this chapter.
