Existing law requires the State Air Resources Board to submit to the Legislature a report with policy recommendations for increasing the use of light-duty, medium-duty, and heavy-duty zero-emission vehicles in the state that includes, among other things, recommendations as to how vehicle fleet operators can increase the number of zero-emission vehicles in vehicle fleet use. Existing law creates the California Clean Truck, Bus, and Off-Road Vehicle and Equipment Technology Program to fund development, demonstration, precommercial pilot, and early commercial deployment of zero- and near-zero-emission truck, bus, and off-road vehicle and equipment technologies, with priority given to projects benefiting disadvantaged communities, as provided.

This bill would establish as a state goal the deployment of 200,000 100,000 zero-emission medium- and heavy-duty vehicles and off-road vehicles and equipment, and the corresponding infrastructure to support them, by 2030. The bill would require the Public Utilities Commission, the state board, the Department of Transportation, the State Energy Resources Conservation and Development Commission, and the Governor’s Office of Business and Economic Development to develop and update by January 1, 2021, and at least every 5 years thereafter, an integrated action plan for sustainable freight that identifies strategies relating to that state goal, with priority given to actions that significantly reduce air pollution in low-income communities, as defined, and disadvantaged communities, as identified by the California Environmental Protection Agency.
